It is not bad for the neck if you drop d tune your instrument, as long as you do it right. You would normally use a heavier gauge string for the drop d so it won't be all loose and floppy and keeps the same amount of tension on the neck. If you have a floating locking system then you may have to adjust the spring tension on the bridge. If the neck appears to be bent then it can be adjusted by turning the truss rod in the neck. You may also have to adjust the bridge seating so the strings are at the right pitch. Its alot easier to do on a fixed bridge guitar, and easier to pay a professional to do it. But if you are confident I recommend trying, there is only one way to learn!

Drop B means that the guitar has been detuned from standard tuning (E-A-D-G-B-e) to a lower pitch tuning where the bass string is now a B rather than an E, resulting in a tuning of B-F♯-B-E-G♯-C♯. I don't play the electric bass, bt I imagine you tune it just like an electric guitar. Get a tuner, then use an amp cord to plug it into the tuner. Then just tune it.
The most accurate way is with a chromatic tuner to drop to a flat tune.

Bass guitars have lower frequencies and the strings are spaced farther apart, thus requiring a larger pickup. The length of neck affects innotation, meaning that a guitar neck would make the bass out of tune. Also, the neck needs to be better supported depending on the number of strings on the new bass. The bridge will need to be replaced as well, along with the nut. The tuner have to different sizes. You're better off just buying a bass guitar.

Any good quality guitar! Any guitar will drop to any tuning apart from a crappy beginners model. Also the strings play a big part.
