It would be difficult to say which was harder. But the guitar has 6 strings and a Ukulele only 4. That makes the ukulele easier to learn most of the chords on. Depending on the type of music, it may be easier to learn certain songs on the guitar.
The ukulele has fewer strings, so it is easier to play. The smaller size is a bit easier for most people as well. Once you learn some of the finger patterns, it translates easily from one instrument to another, you just have to know what pattern makes what chords.

There really is no reason you can't. EADG is the standard tuning for a mandolin, and you can get ukulele strings for those notes. It isn't going to sound like a mandolin, but it can be played the same way.

Both instruments can be challenging to play, it depends on the age and the child. Mandolin, can be challenging... Maybe it'd be a good idea for the child to test both intstruments and see which works best for him or her.
