The overdrive light will be off when the overdrive switch is pushed in. If the light flashes then that's a trouble shooting code.
ON THE RIGHT SIDE OF THE DASH ARE 2 BUTTONS..ONE IS YOUR REAR DEFOG SND THE OTHER IS TO TURN OVERDRIVE OFF.USE THE ONE ON THE LEFT
Check the fuses.
If this is a very small blinking red light and it comes from on top of the dash and not on the dash itself by the other guages this is probably your security/alarm working. This would be its normal function as it serves mostly as a warning to potential thieves that the vehicle alarm is armed and functioning. If it's on the dash in front of your steering wheel it may be an indication of potential mechanical issues that should be addressed.
The light-bulb actually heats the base of the plastic lens assembly where the bulb plugs into. This allows the metal contacts for the bulb to sink into the plastic a little bit, causing the metal to loose contact with the bulb.The simple fix is to pry the metal contacts up a little so they will make contact with the bulb again. It doesn't take much, so be careful.

On a 2001 Ford Crown Victoria : If you have the overdrive switched off using the transmission control switch on the end of your gear selector lever ( P R N etcetera ) You will see the " O/D OFF " light above and to the right of your speedometer and if you have the digital dash it will show " overdrive off " to the right of the speed indicator
If engaging the overdrive and then after a few seconds it starts to flick on the dash board the likely problem will be that the overdrive is no longer working properly. Also, this could indicate a battery being dead.

So first I do not have this vehicle. In general when you see overdrive light flash or stay on, it means overdrive has been turned on. In most vehicles the overdrive button is either on the gear shifter or on the stiring colum. If you dong want or need overdrive on then just press the button. If your light stays on, then it could be something different and not so simple.

The O/D OFF light in your dash indicates that the OVERDRIVE on your transaxle ( transmission ) has been switched off ( you don't mention which year this is , but if the light is flashing that would indicate that a problem has been detected )
