This is a very common question. My response is, if your home is over 20 years old then, you might need to have your electrical system inspected. Older homes more than 20 years old may use a mixture of very old 15 amp fuses, along with newer circuits that can hold a higher load. However, many people do not know the older amperage wiring can tolerate only a lower load. For example, plugging in a newer high-tech microwave oven or kitchen appliance onto a low amp line can cause the fuse to blow or circuit breaker to flip if you also try to run anything else on the same line--for example, a flat screen TV. It's important to know which outlets are on low amp fuses versus which have higher amp wiring. Also, every year within a home, the electrical wiring is susceptible to fraying, and being gnawed on by rodents. Plus, even if your house is new, you might have mice, rats or squirrels in your attic (rodents love crawl spaces), so then you need to have your home inspected. Most electrical devices have a UL Listing for 10 years. However many factors can break down the device and cause the unit to fail early (excessive heat, critters eating shielding and insulation, water damage, etc.) Every home is different and requires its own personal attention. Although replacing the panel is also a good idea since whatever was there had to be an antique I do not understand how that lowered your bill. It is a good idea to pull out the old wire which should be fairly easy to do but if it is completely dead it is likely to be safe to abandon it.
