Yes, but I know several people who would disagree. The thing critics bring up is Stryper's 1990 album, Against The Law because it took on a new form for the band, where they threw out their bumble bee outfits and put on black leather jackets. They even did not include The Bible verse that the band name was based on on the cover (Isaiah 53:5, King James version). But besides those fact, the songs on the album had different themes that may have not been considered "Christian", such as no christian themes and morals and the use of the term "Hell" in the song, Caught In The Middle (however, at live concerts the term is change to "Heck" and is seen on their 2004 album, 7 Weeks: Live In America) had no mention to God at all in any of the lyrics, and the last track on the album was a cover of the Earth, Wind, And Fire song, "Shining Star". When asked on the subject, Robert Sweet, the drummer of the band, commented that the change of image and sound was in response to the criticism of the previous album and an attempt to leave behind their glam metal image, which in Against The Law was more more like heavy metal, even close to closer to classic metal. Due to those facts, the album sold very poorly and was the only album (not counting singles and videos) besides their first album, The Yellow and Black Attack, not to get gold (Selling over 500,00" or higher (platinum is over 1,000,000 albums sold). Their Music Videos for "Lady", "Two Time Woman", and "Shining Star" were barley even played on MTV, which before, their music videos were normally popular and were requested a lot.
After releasing "Against The Law", they released "Can't Stop The Rock" in 1991, which is a greatest hit album. They tour for a little under a year, then lead singer, Michael Sweet quit the band to start a solo career. The band continued to tour a little more with guitarist, Oz Fox doing vocals and sometimes Dale Thompson, the lead singer from Bride took on that role for some time, then, the band went their own ways. Most of the band started other bands, and soon started Sindizzy, and released one album "He's Not Dead". Keep in mind, these bands that were formed as well as song lyrics were christian.
Now, Stryper has been reunited and have been since 1999. Their albums they have released have christian themes in them, and on tour do they ever really play anything from "Against the Law" and "Caught In The Middle" sung now is just "Heck" instead of "Hell", which you can say that song has a christian theme in it, as SOME songs from AtL had christian themes and morals, and Stryper commented once there are christian themes in them, but in different perspective. So, to answer the question short, yes, they are.
That is an opinion question. Some people might think they are one of the best. Other people don't.
Some people think that Kutless is one of the best Christian rock bands. There are quite a few Christian rock bands that are each cool.
In my opinion, I like Casting Crowns or Kutless better.

Stryper.
Some say is Stryper, Amy Grant, or P.O.D.(Payable On Death).
Stryper will take credit for the first 'god metal' band but there is never a clear answer to these types of questions I remember Stryper in the 80's and they could scream as good as any contemporary metal band. Another band I never saw was called Petra from around the same time.
Oz Fox is the lead guitar player for the Christian heavy metal band stryper and was the lead guitar player for the Christian heavy metal band sin dizzy and as of 2006 is the new lead guitar player for the Christian heavy metal band bloodgood.
