The movie would be considered an adaptation of the book and artistic liberties have to be taken in order for the general story line and important aspects of the story to have clarity within a limited time frame. The movie is also a musical. In this form, the song lyrics are able to express the ideas, attitudes and circumstances of life in America for immigrants from Puerto Rico in an interesting way, as opposed to lengthy dialog in the book.
Actually, there was no "book" of West Side Story prior to the release of the movie. Playwright Arthur Laurents adapted Shakespeare's Romeo and Juliet under commission by Producer Harold Prince for Director/Choreographer Jerome Robins' concept to create a modern version of Shakespeare's play. He commissioned Leonard Bernstein to do the music and a very young Steven Sondheim to write the lyrics. It ran on Broadway for years three years before being made into a movie.
