the radio number is randomly chosen in every different game. if you are kumiko/eric(sam), you should fish the radio in the underground lake. it should be in around northern part of the map. give it several try because it is quite hard to get it. if you are playing as Claire/James, first, you must unlock the underground lake. the day after it, in the morning, kumiko/sam(eric) will bring it to you.
Once you have get the radio, you will automatically be told the frequency. :)
