I'm not an expert in this area, but I know it has to do with broadcast frequencies. Radio and Television, as industries, must use certain bands of frequencies in AM / FM. In the very beginning of television (which most families did not have a TV set until the late 1940s-mid 1950s), TV broadcasters did try to use Channel 1. But it overlapped frequencies with and interfered with land radio broadcasting. So the FCC had to restrict Channel 1 to radio only. Wikipedia goes on to explain: "TV Channel 1's last location was 44-50MHz. Land mobile radio and television broadcasters shared the same frequencies until 1948. This shared allocation was eventually found to be unworkable, so the FCC reallocated the Channel 1 frequencies for public safety and land mobile use and assigned TV channels 2-13 exclusively to broadcasters."So that is why television does not receive any broadcasts over Channel 1. It's amazing to realize the history that goes back to pre-1930s radio!
