You can try dropping the current string down a full octave, but I'm not sure it will work. In most cases you would have to buy a different string. Look for a set that is labeled GCEA rather than G'CEA. And I tried going the other way once and snapped the string.

A beginner ukulele player can find easy songs to play on a ukulele in ukulele playing guides that can be purchased at the local music store or book store, or by asking a ukulele teacher.
You could certainly tune the Mandolin like that. It just requires the right size strings to be used. You could then use ukulele tabs to play songs, but the sound would be different.
Chords are chords, regardless of what instrument they are played with. If you are looking for chord charts and the chord diagrams, Chordie will transpose and change from one string instrument to another.
None of the online sources even indicate that John Mayer plays the ukulele. They list guitar, mandolin and piano. It wouldn't be hard for him to play a ukulele, particularly a Baritone Ukulele.

A ukulele is pretty inexpensive, as little as $20 in most places and that is more than enough to get you started. There are hundreds of YouTube videos that can help you learn to string, tune and play the ukulele. Share a couple of good ukulele videos with your dad and say you want to learn to play like that! I would recommend Jake Shimabukuro as a serious musician and not a comedy routine. The Ukulele Orchestra of Great Britain is another good one to share. And check YouTube for videos of ukulele players doing one of your dad's favorite songs.
I'm looking for it too. The songs that I know are Country Road and Free.
Kamaka Any ukulele will allow you to play the songs.
Any song you want to! All music is made up of notes and the ukulele can play over 50 notes.
