I don't think they were metal; to me they sound more like heavy blues rock. But aside from that, Black Sabbath formed earlier, and in contrast, were and are definitely metal. In fact, Judas Priest (whom no-one bar Gerard Way will say are not a metal band) formed the same year as Zeppelin.
There is probably no such thing as the first "heavy metal" band. Multiple bands throughout the late sixties and seventies had several "Metal" songs in their arsenal but none of them could be considered purely metal. Black Sabbath, The Who, Iron Butterfly, etc.
But although Jimmy Page's eclectic guitar riffs were pioneering and did eventually lead into metal, Led Zeppelin can't be considered Metal. 1/3rd of their catalog is acoustic.
I would hardly call Zeppelin Metal. But they are seen as the bridge between Blues/Rock into Metal with their powerful Guitar and Drum and Vocals sound. Although a lot of their stuff is very acoustic and soft. Black Sabbath took the next step into Metal, Zeppelin just helped them get there.

Led zeppelin isn't just heavy metal. If you listen to IV then you'll realise that they're actually more Rock and Roll. Their only heavy metal albums are Led Zeppelin I and Led Zeppelin II.
