The Primary Consumer eats the Producer, the Secondary Consumer eats the Primary Consumer, and the Tertiary Consumer eats the Secondary Consumer. Secondary consumers are not necessarily apex predators, although those two are. Squids are also typically secondary consumers, and are not apex predators.
