To be brutally honest, you don't always need a degree as the best way to become a talent scout is literally to just become one. Get out to local shows and meet, speak to and get involved with your local music community.
My first position as a talent scout (aged 16) was with a well known UK Publisher, and when asked in my interview, 'So, what music do you really like?' - I answered truthfully and not 'Currently'. I got the scouting post, and have been in the industry ever since.
It does help to have a 'label' behind you, as they gave me all I needed to get into gigs for free and also loads of free music! - but the plain truth of the matter is that I got out to live shows, already knew who everyone was, and I answered an extremely small and dodgy looking advert in a national music magazine.

Generally it's all about luck, if you're at the right place at the right time. If you enter a talent competition and there just happens to be a talent scout there who thinks you have potential then he may sign you up to an agent but this is very rare. Reality t.v. shows are great for fame. A lot of teen actors and actresses attended drama schools in which have partnerships with some major film companies and that's how they got into acting. It takes a lot of skill, maybe a lot of money but most of all commitment.
