It's full title is 'Surfin' in the USA', and was released by The Beach Boys in 1963.
It's just a song celebrating the leisure sport of Surfing- in the early 1960s, surfing became a big craze in the United States, and The Beach Boys were closely associated with it. They released the song as an indicator of just how hugely popular surfing had become all across the nation, even in landlocked states many hundreds of miles from the coast, from which people would travel to spend all Summer staying by the seaside in order to surf. The song lists many dispirate and diverse parts of the USA, which however different from each other, all had in common the fact that a large percentage of their populations were into surfing. It also mentions the surfing fashion wear of the time, and the band sing as though they were still schoolboys who can't wait until the Summer holidays so they can get away and persue their favourite hobby!
It's the same as saying "Inside or outside the USA, everybody wants to go surfin' like they do in the USA"
