According to Google if you have an automatic universal adapter, that adapter will automaticly find and adapt itself , the polarity ,voltage,amper , so that means an adapter can adapt polarities as well as voltage and current.
A manual universal adapter on the other hand you have to adapt the polarity manually on the adapter itself , by checking what the device you wanna power has positive or negative, most electronic devices presently use positive .
Check and see what voltage , amper and polarity a device needs.

Or Positive: Minus--(o---+ , Negative : +---(o---Minus
And adjust manually to what is required.

Probably the battery is discharged. It's possible the battery is not charging because the power adapter is dead. Check the power adapter with a voltmeter.
It depends what you mean by 'power lead' If you mean JUST the flex from the mains to the power adapter, cost is around £8.00 - However - if you mean to replace the whole power supply, it could be as much as £30 depending on the make & model.

If you mean Data, then the part that receives the signal would be the network adapter. This could be the wireless adapter on a laptop or the Ethernet port on a regular desktop computer. Although, now a days most have both options. If you mean power, the power supply draws the power from your outlet and sends that power through out the motherboard and to individual hard drives, optical drives, SD card readers..etc

I don't exactly know what you mean by this, but I assume you mean how do you set it up. Basically connect the connectors from the wire to the power thing. Then plug it into your item of use, and then into the wall outlet.
