The Community Charge was a poll tax to fund the local governments.It

shifted the burden from the rich to the poor, as it taxed the number of people living per household rather than the estimated price of the house. Hence, a millionaire would be taxed the same as a struggling family. And due to many families struggling under Thatcher's government, this was consequently an unpopular legislation that led to mass rioting and thus further public spending.


By this time Thatcher's popularity had reduced considerably even amongst her own party members and thus her leadership was challenged. Her replacement, John Major, replaced the Poll Tax with the Council Tax and saved the Conservatives in the 1992 elections.
