theres springs inside the guitar, they stretch and compress , so when you pull up or push down they add or take away tension from the springs.
so in laymen terms you push down it makes the strings flappy and sound low
when you pull up it makes them tighter and sound higher

in a real guitar as long as it stays there, its preference. I like it a bit loose , that way when I solo I can still "find" the whammy in the darkest club when I need it.
but if you mean adjusting the springs in a Floyd rose (Dont do this unless you know what you're doing, this can cost 80$ to fix) as long as its flat you're fine.

It depends on the type of guitar and the type of bridge, but there's probably be a hole in the bridge of your guitar which you can screw the whammy bar into.

Only some electric guitars can have a whammy bar attached. On the side of the bridge (the bridge is the part that has the strings attached to it on the bottom half of the guitar) locate a small hole. Put the part of the bar with the twist on/off bit in the hole and tighten it. Don't push down too hard on the bar, as it may damage the bridge/body of the guitar. When putting the guitar in a bag or case, remove the whammy bar.

if it doesn't check out the ibanez forums, I was hanging out with one of my friends and she had a strat with no whammy bar so I took the whammy bar off my BC Rich guitar and because it was a different kind (floyd rose) it wouldn't work on her fender stratocaster lookalike. there should be no installation , just put it in I mean the metal is already prepared and a direct replacement, if you can get your money back go for it.

Either get your whammy fixed somehow, or you're screwed. Sorry.
If you have just bought a guitar, the whammy bar will tend to not work off and on. If it is broken because of neglect or overuse, than yeah. Two possible reasons: First, if the whammy bar is pushed forward when the controller is turned on (possible because the guitar is laying on its face), the whammy bar will not work. There is a screen where you can calibrate the whammy and it will fix the problem. Or simply start over and turn on the controller again and be careful with the whammy. Second, I have seen a case where a small piece of plastic broke off the top of the whammy bar mechanism inside the guitar. If this is the case, you are pretty much out of luck unless you can locate an old wii guitar that can be used for parts.
