The nut has a raised collar which can be deformed so that it acts like a loacknut. I usually use a hammer and drift punch. As to how tight, assuming you cleaned and regreased the outer bearing, I tighten the nut while spinning the drum until the drum stops rotating, then back off 1/4 to 1/2 turn, ensuring that the drum spins freely, but has no play (grab the drum both sides and rock it back and forth; if there is no free play then the nut is adjusted correctly) Cheers Malcolm
You don't normally adjust in the brake drum. There is usually an adjuster about halfway to the back, under the driver side. This is an oblong metal frame where the front cable joins the cable to the rear splitter. You tighten a nut in this box to adjust length of cable.

Rear Drum Brake Removal / 99 Honda Civic LXRemoving the drum on an LX is totally different from the SE. An axle nut holds the drum on. To remove this nut, get a flat head screwdriver and a hammer. Pry off the gold hubcover in the the center of the lugstuds. This will reveal a gold axle nut. Use the flat head screwdriver to remove the crimp on the nut so you can turn it. The nut is very large so be prepared with an 1" to an 1" 1/2 socket for removal. Once it's removed, it's smooth sailing.
once you have removed the hub nut you will need a flat metal plate and a nut & bolt. The plate needs to have 3 holes in it, 1 in the centre and the other 2 to line up with the wheel bolt holes. use 2 wheel bolts to secure the plate to the drum, with the nut & bolt through the centre hole. use the nut & bolt to put tension on the hub shaft then tap the bolt to pull the drum off.

The studs are attached to the drum so the easiest thing to do is remove the drum from the axle. Pop of the grease cap, remove the cotter pin and take off the crown nut. The drum should pull of the axle now
