I would say no. NO instrument is easy to play WELL. But bass guitar is probably about the easiest instrument to get started on. You don't have to learn chords like on a regular guitar, but you still get the ease of frets, unlike an upright bass. Drums, on the other hand, presents the challenge of coordination: you have to get both hands and both feet doing different things, all at once. That's generally the toughest thing for the beginner. As you progress, though, drums may catch up and pass bass in easiness: to play drums, you don't really need to learn any Music Theory at all. You don't have to worry about scales, keys, chords changes, positions, any of that stuff that you need if you're going to get beyond being a rudimentary bassist. So there's tradeoffs. Finally, here's one way in which the bass is MUCH easier than the drums: bringing your instrument somewhere! Breaking down/transporting/setting up again a set of drums is a pain in the neck.
