I'm not sure. But just for the record, I love your question! If I were a celebrity, I would be, too. My favorite part of the question is how you said "Mexican" instead of just horse slaughter. I am against Mexican horse slaughter, but I support humane slaughter in the US. So I call myself a slaughter-supporter, because I support horse slaughter here in the US. Sorry if this didn't help. That, unlike the "welfare" organizations HSUS and the ASPCA, humane slaughter exists and is very effective at dispatching an animal as quickly and effectively as possible. Temple Grandin is, basically the founder of humane slaughtering methods and creating methods to better handling and effective means of slaughtering cattle with very little stress and discomfort to the animal. Beef producers support their industry, as do the organizations that they would be a part of. In no way are they going to indict and accuse their own industry of being unable to carry out with humane slaughtering methods, nor condone it as "non-existent" as the HSUS, PeTA, MFA, and other animal-rights organizations often and openly do.
There is no best way, really, it's all down to personal preference. The biggest thing to remember is to raise the animal in as humane as environment as you can make for the steer or heifer for slaughter, no matter if it's a large pasture where it can graze or soft bed of straw to lay in.
