You can fix this yourself, probably!
Remove the slide for that valve. Position/prop-up the horn so that the slide is pointing up. Squirt 10 -15 drops of 3in1 oil (or something similar) into each tube. The oil should seep and crawl around the frozen valve. Let it sit several hours and put in some more. After 2 - 3 applications put the slide back in (leave it propped up) and wait a day. After a day or 2 try the valve.. don't force it!!..
If it still won't budge it may need to be taken to a technician at your local music store.

It should cost less than $50 and you can do some real serious damage trying to repait it yourself. It just isn't worth the amount saved. It is easy to ring the head off the screw because the head is much larger than the shank and can't take a lot of torque. Regulating the action is also tedious if you havn't done it before. If you can free it up by adding oil and light pressure after it sets awhile, STOP. Take it to a repair man.

If it's literally frozen, you'll need to wait till the metal comes to room temperature before you can move it. If it's metaphorically frozen (meaning that it simply won't move), you can try wiggling it. Pull from side to side instead of just out. Most of the time, a slide gets jammed from being forced into a crooked position, so the goal is to get it un-crooked. If it's chronically stuck and there's nothing you can do to fix it, don't try anything drastic. Send it into a music repair shop and they'll get it done fairly quickly.
