The Ukulele is almost certainly the easiest and most versatile stringed instrument to learn. A beginner's playable instrument can cost as little as £15 but there are also similar priced instruments that are unplayable so check out what is what on the uke bulletin boards.
Some people may need a teacher but the other two ways of becoming reasonably proficient (ie. enjoy playing and the tunes are recognisable) is to either join a club or simply get one of the excellent books that are now around and simply teach yourself - like I say, it is not a difficult instrument to learn provided that you have a little aptitude.

On what instrument? On the violin it is the 3rd finger on the A string. The A string is the 2nd string from the right. =)
