Normally the word 'descending' indicates something going down, getting lower. In music this usually refers to the pitch. Notes can be described as 'high' pitched or 'low' pitched depending on their frequency. When you play a scale you play a sequence of ascending notes (from a low pitch to a high) followed by a sequence of descending notes (from a high pitch to a low).
