My guess is it was some variant of the Elliptical dial- driven by a cord and pulley arrangement- and outfitted with motor drive and flashing lights akin to Movie Marquees. In the movie house usage- this type of thing was often, incorrectly, termed running lights- actually the lights did not move, but rhytmically flashed on and off- giving an illusion of a sort of conveyor belt effect.
