You're probably thinking of the CB (Citizen's Band) radios, which aren't exclusive to truck drivers. Anyone can purchase, own, and operate one, and they don't require a licence from the FCC to operate them.
The RT-CRC1 is a Cross Band Repeater Controller. It is just a controller that is used to build up a cross band repeater system with 2 units of handheld radio. The radio operating frequencies are NOT related to the RT-CRC1 controller. You can adjust the frequencies of the 2 connected handheld radios to any channels.

The difference between the Narrow Band radio frequency (nbfm) and the Wide Band radio frequency (wbfm) is that Narrow Band provide a higher quality of sound but has fewer channel available to use whilst Wide Band provides a lower quality of audio but has a much larger range of channels available.
