It's not by Bob Dylan, it's by Neil Diamond.
Contrary to popular belief, "Sweet Caroline" was not written specifically for Caroline Kennedy. Neil Diamond has stated that the song was inspired by a photograph of a young girl named Caroline Kennedy, but it was not written exclusively for her.
"Sweet Caroline" by Neil Diamond
I will say Caroline Kennedy, of whom Neil Diamond's "Sweet Caroline" was penned. I am not aware of a second song in her honor though.
If you mean this as in "Sweet Caroline (bah-bah bah bah) good times never felt so good", it was made into a hit by Neil Diamond. He wrote, produced and sang the tune. For some really odd reason the pop hit, released in September 1969, has become a dance house favourite, where the whole dance floor sings the lyrics. It's also sung by fans at Boston Red Sox games during the 7th inning stretch.
