The Ohio Music Education Association and other statewide competitions rate music based on difficulty. Look in your state for events such as the OMEA Solo & Ensemble Event to find Class A pieces, which are considered to be college level solos. Try looking on the list for anything you might have played before for a competition. Going by OMEA standards, Class A would be suitable, but anything below may be somewhat questionable. I know a friend who played a very difficult Class B solo, so I will ask her for the title and update this answer.
I've played Fantasie by Faure, Movement 1 (Allegretto malincolo) to Francis Poulenc's Sonate pour Flûte et Piano, and Movements 1 and 3 the Telemann Suite in A Minor. These are all considered "college-level" and are fairly difficult for players just coming out of high school, but of all the pieces I would have to say that the Telemann Suite is the easiest to play without a piano player.
You can find a large majority of these solos for around $5-8 at any music store. The most popular of the pieces I mentioned is the Poulenc solo, so that will probably be the easiest to locate a copy of.

As far as I know, if you are good enough at flute, and obviously have grade 8 flute, and perhaps diploma, it doesn't matter what other qualifications you have, to get into the royal northern college of music, you only need about 2 E's at A level, as long as you are amazing at your instrument. To become good at flute, you'll need a very good teacher, a lot of time to practice, and determination!
