These are two separate questions, since radio was around much earlier than television was. Back in the mid-to-late 1920s, a number of black performers (some from blues, others from jazz and big band dance music) could be heard on local stations in major cities like Boston, New York, and Los Angeles. But one of the earliest to be heard on a network was the Cotton Club Orchestra, which was broadcast by the NBC Radio Network in 1930, and another was jazz bandleader Noble Sissle, who had his own program on the CBS network in 1931. As for television, most sources say that jazz and pop vocalist Nat "King" Cole was the first to host his own program, a variety show on NBC than debuted in November 1956. Critics spoke well of it, but sponsors were reticent to support a black host, and the program only lasted for a year.

Television broadcasts began in the 1930s. The earliest programming was on local stations in major cities. I don't know if it's the definitive first network TV program, but on July 7, 1936, NBC broadcast a 30-minute variety show (apparently unnamed). The BBC was the first to air regular television service. It debuted a series called Picture Page, a magazine program, on October 8, 1936. The first American TV season was in 1946–47. The reason it took that long to begin was because World War II caused a delay.
The television program Crossing Jordan first aired on NBC on September 24th during the year of 2001. The show aired on the network until May 16th of the year 2007.
Currently the British television channel ITV runs two soap operas in its program lineup. The first is "Coronation Street" and the second is "Emmerdale."
The Hardy Boys television show began in 1977. The Hardy Boys shared the program with Nancy Drew for the first two seasons, but in the third and final season the entire show was devoted to the Hardy Boys.
