Radio Free Europe was established in 1949 with funding from the United States government to broadcast news and information to places "where the free flow of information is either banned by government authorities or not fully developed", specifically targeting the USSR (the Soviet Union) and Eastern Europe, but also included Central Asia and the Middle East.

Radio Free Europe (and Radio Liberty, established in 1951) was broadcast from Munich Germany until 1955, when the headquarters was moved to Prague in the Czech Republic.

After the breakup of the Soviet Union, broadcasts were reduced and during the Clinton administration, funding was reduced and the services (RFE/RL) were placed under the United States Information Agency's oversight.

The mission statement on their website states, "The mission of Radio Free Europe/Radio Liberty (RFE/RL) is to promote democratic values and institutions by reporting the news in countries where a free press is banned by the government or not fully established." and "Based on the conviction that the first requirement of democracy is a well informed citizenry."

The simple answer to the question is that Radio Free Europe was and is a propaganda agency of the US government. Fortunately, the propaganda of the agency is distributed free to anyone and open to public scrutiny.
