OBD 2 doesn't send information any where it has to be read by a person with a scanner when the scanner is plugged in to the dlc plug with the in the on position

Found the problem. OBDII gave me a fault code. P1694. It was the Crankshaft Position Sensor. The sensor was shorting out which caused the gauges to not function.
That can be caused by an number of reasons. The most common is a misfire or a multiple cylinder misfire. This can me caused from an internal oil leak into the spark plugs. You can go to an Auto Zone or any place like that and they can hook the Jeep up to a diagnostic machine to let you know what the code is. That will help you figure out where to start to fix the problem. If the light is flashing do not drive it because it is something more serious.
This code is defined as: Output Speed Sensor Circuit
With your key in the ignition switch and in the off position, switch key to on (not to start), then back to off, then on, off again, then on a third time. If you have trouble codes they will read on your odometer display. For example: P0303, etc. When it is done displaying codes or if there are no codes, it will read P done.

You need to replace the governer pressure sensor, and the governer pressure solenoid. They are both located on the passenger side of the valve body, inside the transmission.
Trouble code P0043 means: HO2S Heater Control Circuit Low (Bank 1, Sensor 3) Hex code 43 is for a misfire.
A 1991 is odb I not obdII. The connecter is under the hood.

OBDII was mandated on all cars by 1996. Some 1994 and 1995 models had an OBDII port, but most (if not all) only provided OBDI information. These were called OBD1.5. I have never seen a 1993 model with an OBDII port.
