Boyfriend is not husband. No ring means he's up for grabs. The problem for you is that it means sacrificing your best friend. In addition, you need to confirm that he likes you before you make a move or else you waist a best friend for nothing.
Talk to his friends and see if they've heard anything, but make sure you don't show your hand or else your girlfriend will get wise.
