Classical Music wasn't as you know it today. Today we have multiple genres spanning the entire music scene of the world. Several centuries ago Classical music was simply music. There was no disparity between what was classical and what was not. Nearly everything of the time was classical therefore it became popular from its inception. In terms of instrumental classical music, that took off at the demise of the Baroque Period and beginning of the Classical period. Rising middle-class wages allowed for a wider range of audience in virtuoso performances and public orchestras. Music was a sign of prestige and therefore those who could not perform at least attended. It was one of the primary sources of entertainment besides plays. Popularity for classical music has dwindled since the 19th century. And there is little hope it will be revived through the few neo-classical artists remaining.
Western classical music has developed over several centuries. It is not practical to give a foundation date. You could say that the tradition was well established by the time of Purcell, Handel and Lully, i.e. late 1600s/early 1700s.

Broadly defined, "Classical music" can refer to any art music from the 9th Century to the present. The distinctions are becoming blurred, but art music is music other than the popular forms listened to casually, or enjoyed by the majority of young people, like rap, jazz, all the forms or rock, country, etc. Classical music in this sense is being written today. People are writing large-scale works for symphony orchestras for example, that follow structural ideas and that often deal with sound that is free of lyrics. Many young people today think that lyrics and music are identical, or that the music is incidental or less important. No value judgments here-- just observations.
On the other hand, the "Classical Period" is more narrowly defined as being roughly between the periods known as Baroque and Romantic. This period is about 1730/1750 to 1815/1820. Music from this "Classical Period" is just a part of the "Classical music" as thought of in the broad definition. Mozart is the highlight of the Classical Period, and Beethoven is sometimes regarded as an important transition figure between Classical and Romantic periods.
So, Classical Period music was indeed popular music during the Classical Period, between the early 1700's and the early 1800's. But classical music is wildly popular even today, and it is not likely that the classical craze will end any time soon. See links for more.

Classical music is still popular, but it seems that 'popular' depends on how many people enjoy it. Besides that, the music today was formed on the foundation of classical music, no matter how different it may sound. Classical music wasn't the beginning of music, but it has had a big impact on music today. So, you could easily say it's still popular today.
It was famous, or at least popular, as soon as it was written, or the composer starved. All the music that seems so quaint or ancient to us today was the popular music of its time. It was the music that people sought to listen to and to play at home if possible.
There will come a time, even if it takes hundreds of years, when all the music that is now thought of as popular and modern will seem as quaint and old fashioned as the music we now call 'classical'. Yes, it will happen.

Back when music was first played in a classical way, not many people knew about it. Eventually, more people discovered classical music via fliers, posters, newspaper articles or just hearing a noise from a building and feeling curious. Then, as famous pianists came to be known like Beethoven, Mozart and Bach, classical music really took off. Back then, the only music was classical or opera, and less wealthy people could watch classical performances and it was cherished.
