I had the same exact problem with my 98 prizm. It IS a fuse. Mine was located in the fusebox, behind the little storage compartment on the dash. It's a 15 amp mini fuse, marked as lighter. Hope this helps you!

Under the dashboard (drivers side) near plastic molding by the door. Pull the plastic cover off and the fuses for the radio and dome/courtesy lights are the blue ones at the bottom.
