Go up the room and the navy proof will be on the wall. Keep this in mind that you can use it in two places, either back at the prison or where Alfred tried to shoot you. You can make that decision on your own. My suggestion is place it where Alfred tried to shoot you. The 2nd navy proof is in one of the doors that you have to unlock with the Silver Key you get in Ashford mansion. The rest of that part you can do on your own. When you have to located the navy proof with Chris, it falls into a sewer. You will end up going down there to get it. When you get there, be careful! There is a monster that will zap you like nuts. So, what you do is run towards the proof and grab it as fast as you can. Don't even bother try to beat it. Just run! The proof will be used when you get a chemical from the chemical room. Combine the two and you are left with the Halberd. The rest is up to you.
