That's a difficult question to answer. A lot of Trumpet players can play really high notes. The highest I've ever heard was a man named Mark van Cleave. He played a C4 (that's two octaves above high C) and a then kept going about another half octave.
Depends on what you mean. If you mean can the trumpet play higher than any other instrument, the answer is, it depends on the player. Some players have an extremely high range and are able to play well above double high C. On average, though, most players can't play that high, so the Flute or piccolo is a higher pitched instrument.

A trumpet is a brasswind instrument. A lot of the time it plays melodies similar to clarinets and flutes so sometimes it plays lower notes, but in jazz, the trumpet can play really high notes if you can play higher than the C above the staff. So, technically, its both.
