There really is no answer to that question. There has been music for as long as human beings have existed, and that extends farther back than any preserved history. It is not at all likely that one person came up with the concept of 'music'. Playing with sound, and associating it with meaning, is something that humans seem to be wired to do.
No one knows when the first music was made. If you think about it music has been around even before humans! Birds have chirped frogs have croaked, lions have roared, animals have made sound. If it is sound it is music. There once was a famous composer, (Sorry I don't remember his name) that had a piece that could not be duplicated. What he did was came on stage sat down and started conducting. only the band didn't play as planned. The whole song was babies crying in the audience, people fidgeting buses going by outside, etc.
