Michael wanted (as per his will) his mother Katherine to raise his children. He absolutely adored his mother and has always been very vocal in his commendation of her.
He knew she had a strong Jehovah's Witness faith, and so would expect her to instill that into his children, but he also requested this personally that his children be raised Jehovah's Witnesses, just as he was, if anything should happen to him. Why he didn't start this while he was alive, is for reasons known only to Michael.
