Have you ever listened to the 28 MHz Citizen's Band ? In that band, anybody can

operate on any frequency in the band they want to. The result is that nobody can

get through, and nobody can depend on it. It may be fun sometimes, but it's useless

for any application where the time might come when you really need it.

The "allocation" of frequencies by government agencies is the way to guarantee

that radio is available to the greatest number of operators, for the greatest number

of uses, by the greatest number of listeners and users. You can not let the kids at

the daycare decide among themselves who gets how much Pizza and which pieces.
