The laws of some countries prohibit a tint in windows that must be used by the driver to see out. This is sensibe as removal of incoming light means the driver can not see clearly, especially in conditions of low light. No sensible person wears sungalsses in a dark room, they will bump into things.

Well, since the sunlight or any light gets on tinted windows, the less tinted(or darkness will show.) So, that will conclude that it NOT bend light or (refract.) And it will NOT transmit. It will also NOT be reflected. It will be absorbed. Tinted windows absorb light. :D
Well in Washington state I know that with tinted windows they need to have at least 35% light

The sky has a blue colour because of the atmosphere, it holds back the red tinted light because it has an too short wavelength to reach your eye. Blue tinted light has, in contrary of the red tinted light, a long wavelength and is being reflected into your eye.
