I don't know where you come from, but in most countries it is a criminal offence to transmit or listen into a frequency you are not allowed to use, including those of the emergency services.

In order to use a frequency you need to get a licence for it from the government (with a few exceptions, for example the broadcast frequencies where you do not need a licence to listen, but do to transmit).
