They unfortunately don't ... but they try to :

to keep those frequencies clear for important messages (rather than chit-chat).

Answer 2

I don't know where you come from, but in most countries it is a criminal offence to transmit or listen into a frequency you are not allowed to use, including those of the emergency services.

In order to use a frequency you need to get a licence for it from the government (with a few exceptions, for example the broadcast frequencies where you do not need a licence to listen, but do to transmit).

How government use ham radio?

The government may utilize ham radio (technically defined as "Amateur Radio") during times of disaster, natural or man-made, to provide inter-agency emergency communications. Amateur Radio operators by law are not allowed to accept payment for their services, and as such, they are not government employees. There are several volunteer organizations that various government agencies may enlist to provide emergency communications, such as ARES, the Amateur Radio Emergency Service. For more information on how Ham Radio can help during disasters, visit http://www.emergencyradio.org/.

Shortest wavelength is gamma rays. Next longer wavelength is with Xrays. Then Ultraviolet, visible radiations, infra red, microwaves, radio waves with shorter wavelength and radio waves with longer wavelength

If Radio waves have a longer wavelength than microwaves What else is true about radio waves?

If the wavelength is longer, then the frequency is lower and the energy is less.
