I had this problem and found and answer on the internet. Find your computer, mine is next to windshield wiper water bottle. Pull off the plastic cover than unplug the leads to computer. You will see two screws back them out one turn. That is it. Some how the cover is shorting the computer because the screws are to tight, Mine is a 1996 Cherokee Limited.

My 01 Grand Cherokee had this problem. Sometimes you turn the key and it starts up just fine. Other times you have to turn the key several attempts before anything happens. Sometimes I have to get it jump-started. The extra power from a second battery will overpower the dead spot and it will start right up.

crank or cam shaft position sensor is sometime the issue.it will not fuel if it cannot find the position of the cam or crank

If the anti-theft will not let a 1999 Jeep Grand Cherokee 4. 0 start, it will need disabled. The owners manual will instruct you on how to disable it.
