A lot of car radios have a seek or scan button which you use to find a good station. When you've found a good station, you hit the scan button again, or another button, to stop the scanning. If you can't stop it from scanning, or it scans on its own, then you have a problem with the radio.

Unfortunately it's not a job for a do-it-your-selfer as the bearings are pressed into the hub. However, if you're looking to save some money you can remove the hub itself and take it to a machine shop and have the old bearings pressed out and the new pressed in. You should never run the centrifuge machines with the brakes on. In fact, the brakes are not mandatory in the machines itself. The brakes are used to stop the rotor (though it stops slowly without brakes on) after the spinning or during any error conditions.
