Neutron stars don't fly apart because of the huge amount of gravity that holds them together. A neutron star may have the mass of the sun in it (or more) and have a diameter of only a dozen or two kilometers. The neutron star is as dense as an atomic nucleus. Nothing that was put on the surface of a neutron star could maintain its shape. A Bowling ball or a shot put would be flattened thinner than a sheet of paper. And that's if you could get them onto the surface. If you dropped them from a few million miles out, they'd be moving at, like, maybe half the speed of light by the time they hit. It is improbable that any atoms could survive that kind of impact.
