Do you mean using another nation's phone number that those people can use to vote for your country? If so, dont try it. It is cheating and it wont work! The telephone number will be connected to that countries national phone operator. Your phone in your country wont be connected to that operator so I dont think it will work. Sorry!

Australia is one, as voting is compulsory. Usually only those who willfully refuse are prosecuted.
