Simply put, because they hadn't developed the five line staff yet.

Standard Musical Notation started with a system called neumes, which were just squiggles. Eventually those squiggles became square shaped notes (similar to our oval shaped notes) and were written around a single line staff. Over time, as music developed, the need for more lines arose. The four lined staff became the first one that was used extensively... and that lasted for a few hundred years, because it was large enough to cover the span of the melodies sung at the time. By the 13th and 14th centuries, the five lined staff became more frequent but was not generally accepted until around the 15th century.
