if they come on but wont flash replace flasher module in fuse box if no they don't come on at all check fuse
This is the simple answer but if they still don't work u know you have power and good bulbs try this feel behind the flash module that's in the fuse block u will probably find an additional flash module this one is used for the 4 ways/ts also the switch is mounted so that it catches dust clean the 4way switch with q tip so that it moves freely and doesnt stick hope it helps save u some time
I imagine a 2002 would have similar wiring to a 2000 Explorer which I've just discovered myself has 2 fuses dedicated to the factory installed trailer wiring. Fuse #3 is for the left trailer signals and fuse #7 is for the right. Hope this helps someone to avoid all the hassle I went through to figure this out.
Most likely you have a short in the system. If you have a trailer connection that is the first place I check,then I would check the turn signal bulbs for a corrosion bridge. Remove bulbs one at a time and operate the turn signals to eliminate the culprit. I ended up taking the car to the dealer. It was a faulty emergency flasher switch......$101.00!
Check around the trailer connector for a short; plus under the bumper is a harness that splits off the taillights so take a circuit tester and check for shorts here also. turn signal switch assembly worn out try another one third light is not wired throguh this switch but the two brake lights are the switch cancels the brakes for turn signals and hazards, it wears out eventually

sounds like a ground problem to me..
under the hood you should find a small 10A or 15A fuse. There is a separate fuse for the trailer turn signals.
check for power at the trailer connector.
If both your left and right trailer signals blink at the same time there is something wrong with your wiring harness.

It could be as simple as a fuse. Or as hard as a multi-funtion switch. Which means the switch for your turn signals.
There are two relays, one for the emergency flasher and one for the turn signals. Replace the Flasher Relay for the turn signals, it is defective.
