Check for boost leaks first on the hoses, side mounts and you recirculation valves. You might also have detonation, because your Z will go into limp mode and you will have from 9 pounds to no boost. If not that than you probably have blown turbos.

No you cannot. AT&T uses a GSM network and Boost uses iDEN and the two are not even remotely compatible. The Boost SIM card can be used for international roaming but it will not work with GSM networks in the US. It will not work either way, a Boost SIM will not work in a GSM device and a GSM SIM will not work in a Boost device.

Yeah it's called buying a 300zx twin turbo engine (vg30dett). Much better than making a non turbo into a turbo. The vg30dett costs around $2000 and comes with the transmission which you will need. This is better than putting turbos on your n/a z because the vg30dett comes stock with forged internals which allow you to use a lot of boost. For $3000 you can have the engine,turbos,and tranny bought and installed. For another $1000 or so you can have near 400hp.
The most common cause of problems like this is a boost leak. Buy a boost leak tester.
Almost any engine can be turbocharged. It is the amount of boost you apply that is critical.

There are different ways of doing it, you can get a manual boost controller, as well as electric one too. The manual is cheaper but the electric is a lot of fun to have.
All turbos will give a blow off valve noise but the higher the pressure in the boost pipes (eg) higher boost, the louder the blow off noise and if you have a recirculation valve remove that with a remap and the noise will be even louder.
first install a boost gauge, make sure your turbos are in working order. they should make a 10-8-10 psi pattern from 2500 rpm to redline
