Rap music is hip hop music. Rap actually stands for rhythm and poetry. Hip hop is more like a style where you break dance, certain art styles, rap, sing R & B, some pop music and lots of things influence it. So rap is basically someone speaking poetry to a strong rhythm beat (hip hop beat). The lines of hip hop and other genres may not always be clear because music evolves. For example, there's a new genre that combines rock and hip hop where they beat is sort of hip hop and rock and a person raps to it. So technically because rap is poetry to rhythm, you can have a person rapping to rock or Classical Music.
I guess the only difference is that you can have hip hop music without rap, but you can't have rap without hip hop because rap is part of hip hop music.
So I would say music shouldn't be put into categories because art, expression itself is free and not contained. Hip hop is just a generalization of stuff. So ya, hope I answered your question. You hear person speaking poetry to hip hop music, it's rap.
Another note: sometimes people who rap don't really speak poetry, well not good poetry anyways. There are tons of rappers who say the dumbest things ever and all they ever rap about is sex and being rich blah blah. There's beautiful poetry out there in rap. So to who ever says rap is crap, ONLY SOME OF IT IS CRAP. Most of it is really amazing.
To sort of understand hip hop, you have to know its origin and if you really want to go in depth with this question, read the following:

The difference is only the point in time in which the music was recorded. Hip Hop will always be Hip Hop. The genre of 'Rap' music is what blurs the dividing lines for many people. Yes, Hip Hop is a genre of music. But that music represents an idea. Its an embodiment of a culture, and that in itself is timeless. 'Rap' music is simply saying words that rhyme. An example is Lil Wayne. He is a rap artist. He says words that rhyme over a beat. HIP HOP is also rhyming, but with a much deeper and wider perspective of the world, Much more complex Rhymes, and literary characteristics that are not found in Rap music. -DJ Projekt
