Your normal house outlets will be either 15 amps or 20 amps. It is suggested that you don't exceed the rating of the protecting breaker by more than 80%. That would be 12 and 16 amps respectively. It may work on 15 A circuit, but if anything else ins plugged into the same circuit it might blow.

Can you convert a 30 amp 120V RV receptacle into a normal 120V outlet?

You can, but your circuit will be "protected" by a 30 amp breaker. So you'll have to consider the safety issues of having wiring and appliances that can draw up to 30 amps before tripping the breaker. Will the wiring and circuity support that much current without damage? If not, then switch to a 15 or 20 amp breaker.

Can you plug a 120v 20 amp wielder into a 240v 40 amp outlet?

No, it is not safe to plug a 120v 20 amp welder into a 240v 40 amp outlet. The voltage difference is too high and could damage the welder. It is important to match the voltage and amperage of the welder with the corresponding outlet.

How can you wire a normal 120V outlet out of a double pole circuit breaker?

well, the easy answer is, black wire to one pole of the breaker, white wire to the neutral bus with all the other white wires, bare wire to the ground bus with all the other bare (or green) wires. BUT the breaker must be 20 amps or less for residential outlets and you much match the wire size to the breaker, #14 for 15 amp breaker, #12 for a 20 amp breaker AND if there is only going to be one outlet, if it is a 20 amp circuit, the outlet has to be rated for 20 amps. Yes, but why would you want to? It is unclear to anybody else what you are doing and therefore a hazard. Do it right. Use a single pole breaker designed for 110V.

Can you run a 230 volt 60 hertz motor by plugging it into 110 house plug?

Yes, assuming the wall outlet produces 120V 60 Hz at at least 4 watts.

If you have a 240V 22A welder which has a plug similar but smaller than a dryer plug can you use this in a 120V outlet?

No, a 240V 22A welder requires a 240V outlet for proper operation. Plugging it into a 120V outlet will not provide enough power and could damage the welder or create a safety hazard. It is important to always use the correct voltage and amperage for electrical appliances.
