If you r playing Zelda phantom hour glass then if you go to the world map and look at the top left one you will see a lot of rocks that you can not get to. At the bottom of that line there will be a little island. That island will be uncharted and you will need to chart it yourself. On the island there will be some statues that you need to hit in the right order then go into the cave after the bridge has appeared and inside you will find the cyclone slate.

The Cyclone Slate is a handy tool used for getting places in the sea fast. You get it from the Frog King who is located on an uncharted island in the east part of the northwest sea. After you get the slate, the Frog King tells you that there are six golden frogs scattered around the sea. If you see one, hit it with your cannon and it will show you a symbol. Later, if you want to go to the place where you saw the frog and it takes too long to sail there, you draw that symbol on the slate and your ship will be sucked up in a cyclone and "teleporting" to that location. Getting the slate is completely optional, so I can't really answer that. If you want, you can shoot the golden frogs that jump out of the sea with your cannon, then they'll give you a secret code to write on your slate so no matter wherever you are, you can teleport to that spot.
