Yes it is possible. But nearly most of the time they are no stronger than category 2. When the hurricane moves up the east coast, since it is colder than Carolinas and Georgia, the hurricane weakens more and more, and it is just rain and wind when it reaches New York. Like Hurricane Earl in 2010, it was said to be a near category 5 hurricane and it was moving up the east coast. But the water got colder for the hurricane, and when it reached New York, it was just raining.
Hurricane Earl is forecast to pass to the east of NYC, and likely Long Island as well. A tropical storm watch has been issued for all of Long Island and New York City, and rain and wind is a likelihood in this places. In the remainder of the state, the effects will be much less or nothing at all.
